In a part, yeah, but he doesn't have one.
Actually there WAS an old concept of him having a "brother" who would use a Tails form; He was named as "Entity 002" or well, you can refer him as "Deimos" since humanity gave Phobos and him those names. Unlike Phobos, he was going to be a type of guardian to humanity and would help them find a way to kill Phobos, stopping him from recovering his powers, memories and original form (there was also a damaged design for Phobos after a fight with Entity 002)
but I scrapped it when I saw that this led to a more "action" vibe and not the one I wanted to give with "Phobos" and his universe.

but yeah, there was once a "Deimos" in "Phobos" old lore.
